Some GPUs lose performance based on PCIE speed, but if you're buying this cheap of CPU, its probably the least of your concerns.
A $60 new boxed 5500 is a good deal. Yes, it's now old, but if you have i5-6400 with some decent RAM (say 3000 MHZ or faster) this would be a good way to keep windows running with updates for another decade.
If you need PCIe 4, 3600 can be had used for $60.
