What upgrades do I need to make to my pc for video editing/converting?

I'm looking to get into upscaling/converting some dvds to 1080p using some ai software and with my current setup I get an error message that my pc doesn't accept "gpu acceleration" and would be slow.
My question is what upgrades do I need to make to my pc more capable, more memory, a gpu or a new cpu? For reference I was using AVC Labs AI trial and it took 30 minutes to process a 30 second video to 4k. If possible I would like to keep my current cpu and add on where needed but if I needed to get a new cpu which one would be best suited for my needs? You probably need a higher clock speed vs more cores but the vendor should be able to help you with that.
