It can be the right fit if you know what you're getting. Downsides are it has a small battery, slow top speed/acceleration, and struggles uphill. Upsides are it's compact and very light. So say you're light, and have a short 1-2 mile flat commute, it would be a great option (especially at this price). If you're heavier, or need to go long distance/uphill, this is a poor option.

For any scooter under $500, you're going to be making compromises one way or another.

not necessarily true. I had the OG Xiaomi m365 via Woot years ago -- last me 2 years with a total milage more than 2000 mi (before someone hit me and totaled my scooter). It was ~$300.

This one doesn't look good though. Everything that you said ("downsides") seem like a major drawback.
