I was looking up this new models ram for my 2021 9th gen is long in the tooth with only 3gb of ram. Works great for some things struggles with others. For this price I may be upgrading soon.
(was also considering some of the 8" androids with 8gb of ram for $150 to $300 depending on which model)
RAM stands for random access memory and is used when the device is doing work. A device with less RAM tends to be slower. This iPad has 6GB of RAM. The current top of the line iPad pros ship with 8GB of RAM for the 256GB/512GB versions and 16GB of RAM for the 1TB/2TB versions. I think 6GB RAM for this version is definitely sufficient for non pro tasks. The previous entry level iPad (10th gen iPad) had 4GB of RAM.
Storage is what is used to keep your data on the device. This includes pictures, videos, movies, music, apps, the OS, and other things. I think 128GB of storage is plenty for a tablet. If you need more storage, you could use iCloud, keep your extra data on a USB C flash drive, or buy the version with more storage (256GB for $427 on Amazon).
In short, I think this tablet's specs are sufficient for the average user.

Or do not want to pay for an air or pro to the do the exact same non productive things on.
Consumption devices. No bother benefit other than some perceived status. Still polo around with a slower workflow than using a computer. The MacBook air for small form computing. These things are just used for consumption by the majority of people. This unit is perfect for that.
But for most, ipad 9 is fast and responsive enough. I still use a 6th gen sometimes, quite usable.
Apple is trying hard to gain market share these days with 'low' entry price on good specs. It sure will attract non-apple users.

A 10% discount on a JUST RELEASED Apple device from a quality seller feels like a deal. Honestly even at full price this iPad is a strong value.
I use an android Samsung tablet when traveling so I can put a lot of media on it. This would mostly be used at home.
