Lithium-ion batteries do not contain any metallic lithium and thus a battery fire can be suppressed using water. The lithium is in ion form in the electrolyte and acts as the charge carrier. It's like if someone was telling you that you couldn't put table salt in water because the sodium would explode.
Lithium metal batteries, on the other hand, use metallic lithium as the anode and cannot be doused with water. I couldn't tell you how many times I've heard "we couldn't spray because the lithium would just make it worse" when they're talking about laptops, cellphones, cars, etc. when they very much could've saved a chunk of structure that they let burn.
Lithium metal batteries are also non-rechargeable but there have been tons of cases where people have started fires in their homes by putting them in a battery charger because they saw "lithium" written on the side
