In the grand scheme of things US has pretty low voltage for residential. RoW mostly have 220/240V (1 line).

In general this induction stove is a good idea for a small place , as is the breville 900 BS. There might be cheaper options that work just as well nowadays.
If you have a small patio outside consider putting a toaster oven or an induction oven there and cook outside I also have a blackstone electric grill and anova precision oven, and elecric high temp pizza oven outside .
If you use this on 15 amp wire, maybe dont turn it past 80%?
I don't think any manufacturer would design an induction cooktops to maintain temperature in the way that you described. Would be super annoying.
Now i'm sounding like a commercial, but Electric Pressure Cookers are great. I just went with the only reliable brand that used stainless steel. Great for Dorm/Van/Hotel living.
It seems to be mainly an issue with my AFCI/GFCI breakers. I haven't had a trip on the kitchen circuit, which run off ordinary breakers and a GFCI outlet, which is particularly annoying because I use the hob when I'm not cooking in the kitchen.
