I didn't get the email, but I clicked through OP's link, and the points showed as pending once I made the $10 purchase.

Went from pending to processed. Got mine at like 1am this morning on all three accounts. You can cash out the points for a straight $10 to the bank account. Got $30 in Chipotle fo freeee

You don't need to buy gift cards from PayPal itself. Just buy anything worth $10 or more from the big retailers like Walmart, Target, Kroger etc and pay with PayPal.
