While it is a violation of federal law to tamper w/mail in a mailbox (including those at the PO), mail that has been discarded in a clearly marked trash and/or recycling container is then "abandoned property" over which the former owner has no expectation of privacy.
It would be the same as walking along the street on trash/recycling day, looking through the containers. Just because the trash/recycling container is located *inside* a PO doesn't somehow exclude it from the common law principles of property ownership.
Oh, and my 2.5-yo pooped on the floor today, too. But it was just a little turd. I think there was more left on his butt than on the floor.

Personally, I'm of the mindset that if you throw it away - like you mentioned, there is no longer any expectation of privacy (or "ownership".) Hence the reason why you should shred anything with pertinent info on it.

DD is doing really great in taking herself to the potty though - so I am grateful for that.
