The unlocking of these yearly phone deals is a huge ymmv nowadays. Other forums have data points about the issue.

They tried to tell me i had to pay for service that the QVC stuff didn't count as paid service, yet 1 out of 2 phones from a bundle unlocked that were activated on the same day. uhh what?
Try rebooting with no SIM - that unlocked one for me that was acting goofy. Other than that, you can use rewards to add 3gb of data and that apparently counts as a "purchase" that will start the 60 day counter according to their own weird interpretation of their terms.
