Don't think so. There was an episode where the Joker had his own Jokermobile, but it didn't look like this (had surfboards as the seat backs, for instance).

I wonder if this is actually from the comic book series based on the TV show, which is called Batman '66. The cover to issue 20 has a Joker who looks like the one in this set.
