I don't understand why ebay is charging a recycling fee if they don't actually do the recycling. It is like a tax. Then the place where the work is done is like, well, we actually recycle, pay this fee or take the old tires home... What ya gonna do, leave the removed tires in some economically depressed area?!? Well, I am not buying tires from eBay, that is what I am doing.
Also, if you're in a high cost of living area like me, I found out that America's tire is the absolute cheapest, fastest, and does the best job compared to all the other shops I've asked around at. They charge $25 for install and disposal plus tpms programming. You can have 1 or 4 installed, just don't fall for the typical sales tactics for windshields and other up sells.

Tire disposal and environmental fees are included
There isn't really a tire sale season, its based on supply and demand. I would summer is the worst time to buy tires as that is peak tire replacement season for road trips and increased blow outs due to heat.
Aside from that I'll avoid tires from eAshtray sounds like a total pain like going to a honda dealership for service and being told they have to charge you incase the factory warranty might not cover factory repairs.
