I've bought many multi-port chargers almost identical to this from Aliexpress over the years just to dissect them for parts. They are always fraud.
My experience tells me it probably can't do 40W out and it's just fraud.
If it actually does 40W, it's probably a fire hazard.
Potting basically means dunking/embedding components in some sort epoxy/resin/etc that is liquid but cures/solidifies into a non conductive solid that is directly in contact with the power components and the outer shell of the charger. This means that the heat transfers much quicker from the components, to the shell of the charger, which is then cooled passively by the air in your room.

EDIT: personally looking for more ports crammed into tiny space, so this looks perfect down to the orientation of plug. I don't need much current draw at all or would only temporarily be consuming 40W. Still though, I'll try out various scenarios and see if both USB C maxed out for an hour raises heat concern. Considering 4x 5V/1A is 20W, and even junky chargers do that weak enough without getting hot, I'm assuming that to be a perfectly safe daily driver limit
