Yes, you have to use some sort of other tank. The refill adapters are meant to fit a 20lb tank or any other tank with the same valve connection.

The difference is primarily the construction of the tank itself, including the wall thickness. I think the main concern is metal fatigue. The non-refillable ones meet DOT specification 39 [cornell.edu], while the refillable ones meet the more robust DOT specification 4BA [cornell.edu]. The DOT has produced a video [dot.gov] explaining some of the reasons why DOT 39 tanks aren't meant to be refilled.
