Does Harbor Freight have one at this size (24.5" depth) and price? I don't think so.

What he said. 24 is a good depth for a workbench. As much as a fan of HFT I am. They are at 18 or 20. That extra 4 inches makes a difference...ask your wife.

Is it feasible to get this into a basement? Does it come apart so it's not a single 300lb package? Ideally I could use a block and tackle to get it lowered but 300lbs is a lot if it slips and crashes.

It's a fully assembled, heavy widowmaker. I have 2 in my garage and they don't appear easy to take apart

You can probably remove the drawers and wheels to take some weight off.

The only workbench toolbox that Harbor Freight carries is the little $350 Yukon which is a joke compared to this in terms of quality and size.

This is about $200 off the price for the other Husky 52" Standard Duty Rolling Tool Chest. Husky has a few levels of tool boxes. They have a heavy duty and regular duty. The Standard Duty boxes are probably fine boxes for homeowners, DIYers, and anyone that doesn't currently, or plans to acquire, a massive socket drawer. Comparing these Husky boxes to the US General boxes is an apples and oranges comparison. They both have similar storage volume, but the US General boxes far exceeds the Husky when it comes to weight capacity. If I could get one of these in another color at this price, I'd probably pick one up.

It's no surprise that the one that costs almost twice as much is better quality. The HF is designed to have more toolboxes stacked on top of it, so it has a higher weight capacity, and it needs beefier casters. The drawer slides are only moderately better at 120lbs per pair versus 100lbs.
But yeah, they are apples to oranges as one is a workbench toolbox that costs $500 and the other is a rolling cabinet that costs $900. It is ridiculous that someone even mentioned Harbor Freight as a better deal.
