Watch out, they are notorious for raising their prices right before a big sale., especially for things that are marked down. They have done this for years.

I don't think you'll get the base 5% in membership rebate (half of the CC CB) since it's on sale.

does REI sell really high quality products that requires 3x to 4x premium?

For instance, I can get a good quality balance bike for my 3 year old at Sams for under $40 but cheapest I see at REI is selling for $120. I know they are both different brands, but what additional value I am getting for that premium?

REI branded stuff is a spectrum, but usually it's medium quality to high (never the best but for the cost, sometimes as close as you can get). It's known for being more cost effective than the other brands they sell. That being said, I wouldn't spend a premium amount unless you either care about bikes (and being able to have something maintainable) or have multiple kids that you'll pass it down to. Plus who knows if your kid would even like it.
