I think you're in the minority here. This tool is nearly universally loved by the M12 community and almost everyone who owns it says it's one of their favorite tools. Maybe you just got a bad one?
I'm not a big Milwaukee guy so I don't have a lot of knowledge about Milwaukee tools, but this definitely seems like a good deal. But for whoever might be wondering, the ratchet is not a fuel brushless ratchet. Only the drill in the kit is fuel brushless.
If I was in your shoes, I would buy a new one, and return the faulty one with the new receipt. Since I am not driving over an hour to their repair center.

Is this deal hackable? I don't need the ratchet or other tools, I just want the installation driver.

might not be because it's a bundle and not a + combo.

No, it is not, since it is a bundle.

I would avoid this drill/driver like the plague. I bought it because I liked the idea of the attachments to get to hard to reach areas.

This tool broke as soon as I got it, specifically the driver setting. I had it repaired, but to do that you could not send it directly Milwaukee, you have to go to a local repair shop and then they send it out. The local repair shop for me was almost an hour away and they never fixed one of these so they had to send it directly to Milwaukee anyways.

After the repair, the driver setting sometimes requires some extra button pressing to get it started. Also the reverse/forward button would have issues. On top of that when using it, it's a pain in the ass to click on the reverse/forward button while working. Junk.

The ratchet on the other hand is awesome.

Fuel M12 Ratchet just ups the RPMs, 225 to 450, power is the same 35ftlbs... but that's at the cost of a slightly bulkier unit, namely the head. most people prefer the dimensions of the non-Fuel over the speed increase.

on the installation tool... it's a perfect tool for someone that's just going to have one tool for everything, apartment tenant or someone that doesn't do much DIY. i picked one up for ~110$, couldn't find a single use where i wouldn't grab my M12 Fuel Driver and Drill combo over it. i gave it to my sister inlaw, who lives in an apartment, she loves it... small package for everything she's going to need.

Yeah but I already have a ratchet from last time, so my brain is telling me I need TWO ratchets!

It's a great buy if you don't have either of them. If you already have the ratchet, value is probably still there. I have the drill and absolutely love it.
I also bought this deal and I'm going to split it up as gifts for inlaws for xmas and birthdays.

Damn I just bought this yesterday.
Anyway it is pretty great. Put together some cheapo server rack from vevor with it where regular shaped drivers wouldn't have been helpful. Also had to disassemble and start over once because the instructions were dogshit. This thing saved me a lot of manual screwdriver time already.

For most projects I definitely like the hammer drill better. I also bought the m12 Surge last week and love that thing so much I haven't even driven a screw with the m12 impact. I suddenly have too many drills and the regular impact is the only one the feels unnecessary.
Coming from Ryobi and having normal sized hands, I'd say these are fantastically comfortable and well balanced tools.

You can't return the faulty one to HD? Since it is still within the 90 days return window. Probably you got a lemon driver.

I like this installation driver a lot. Great for around the house work on cabinets, shelves, etc. just remember that you're supposed to grip it with the middle finger on the trigger and index resting on the housing. This way you can use your thumb to hit the reverse switch.

Nope, it was over the 30-90 days. I talked to a manager and he told me I had to reach out to Milwaukee.

Unfortunately I did not know it was broken till then, because I was away from my home for months at a vacation home. When I got home to use it, is when I found out it was broken.

I kept the tool in my car, hoping I would catch the Milwaukee rep in the store to replace it, but he was never there when I was at the store. So I finally sent it out for repair.
