The sizing is usually done for carry on baggage and not checked bags.
And even for carry-ons, there is a grace:
For instance, the maximum size dimensions for US airlines carry-on baggage is 45 inches, though even going to 47" (or 2" bigger) is easily fine, because several popular 47" total dimension size carry-on luggage have been tested at airport sizing machines, plus they expand even more! So, your concern is not realistic.
It really depends on the airline. While there may be a little grace with domestic big airlines, it's not the case for all international smaller airlines. Besides, packing something this big will usually end up going over the 50lbs limit, which is very heavily enforced by most airlines even domestic.
The person you originally quoted was talking about a checked bag, which I assume they are talking about the 29"/30" bag. Certainly not talking about a carry on. Maximum weight for checked bag is 50 lbs for most domestic carrier. It's even less for some international carriers. You are the one who brought up the carryon.

What are you talking about? Post #1 talks about a checked bag measurement. You quoted that post (post #2) saying you have never seen checked bag get denied for being 1.5 inches over the limit. I quoted that post. Again, talking about CHECKED bags. You are the one who brought up carryon in the second half of post #2. We never said anything carryon. What have you been smoking?
And by the way, there are international carriers that do take measurements for checked bags.
