I can view the movies I've purchased on my Android TV device with the Apple TV app, however, the Apple TV app on my phone only lets me stream their original programming.

Well, another opportunity for Apple to make some money off of Android users down the drain. I would have been interested in grabbing some of these bundles but not so much that I'm willing to go get on my desktop, use Apple software, then process the purchase. I can pull it up on my phone, just let me buy the movies.

I had the same problem. I assume you're on iOS like me. I found them on the Apple TV app > click store > scroll down to see an ad for bundles starting at $9.99. That will take you to a bunch of bundle categories. This particular one is down the page and it's called "Under $20: Standout Storytellers & Stars".
