Your best bet is laptop that used only for banking. In case of Windows, you will need serious clean up and restrictions on background processes. Microsoft want your data no matter what.

It qualifies for Chromebook+ with the 1080p webcam and 8GB RAM.
As long as you don't have any expectation for the screen (color gamut is a abysmal and relatively low res), it's not a bad choice given it's supported through 2032, so 7 more years to go.
You can even install Windows 11 on it (coolstar.org) even though 8GB and Windows 11 might not be the best match. (I haven't tried)
