Because it's base m4 and not m4 pro, which has been on sale around the same price.

Maybe a stupid question but other than the hard drive, how is this different being a pro model than the air model that's also m4 16gb ram?

The main different is the pro model have active cooling ( have fan inside chasis) so it has better performance for heavier task ( not thermal throttle much). They do have more ports on the chasis as well <== btw this is assume we strictly talk about the same config ( same cpu. gpu core,...).
