All USB-C chargers are supposed to default to 5V output, just as you would get with a USB-A to C cable. Only if a device says it can accept higher voltage will the charger output that higher voltage. It's possible that a poorly designed device did fry, but just as likely that a poorly designed brick could cause that. I remember some early USB-C flashlights wouldn't charge with USB-C to C cables, because they weren't compliant and didn't indicate the right voltage, but they wouldn't go up in smoke either. This was years ago and anyone designing a USB-C device should know how to handle this by now.

in this particular case, you are wrong. Just read the instructions and user feedback as well as watch reviewers video about the product on youtube. The circuitry on these inexpensive handhelds isn't designed as you are used to on more expensive ones. The part in question they omitted by design, is only 20 cents; regardless, they still did. I only warned those people who buy this and don't read the provided manual or watch reviews.

Not uncommon for these handhelds to even refuse to charge when plugged into a C-C charger. Retro Game Corps has many devices he reviewed which will only work with USB-A bricks.

Not charging is different than frying. When it doesn't charge, the device is missing the appropriate resistors to signal that it needs 5V charging. As a safety mechanism, USB-C sends no power, specifically to avoid frying things with the wrong voltage.

Mine arrived yesterday and this is a nice device. ArkOS seems to do everything well for me, I may have to tweak PAN3ELEC a little more. Overall well worth $25.
