It looks to me like this deal and the Costco deal of $24 after the $6 coupon are pretty much the same with Amazon being $1 cheaper. There's only a difference of 2 sq ft. Everybody (Amazon, Costco, CVS) carries the same 3x so it's not a lower quality toilet paper. CVS has a $15 EB wyb a $50 CVS gift card deal starting next week so if there's an EB deal on Cottonelle and you have any additional coupons like a $3/$15 then CVS might actually be the cheapest. The CVS ad preview is on Thursday July 3.

I dont know if there is a glitch or there is a new coupon today, but I literally just tried to get this deal, following the instructions. Mine came out to $8.29.
There was some kind of "$15 stock-up sale discount" applied today.
