That's exactly how it looks to me. You need to put a lot of downward pressure on the brush, which is hard to do when you are extended out from the brush and not above it!

We had this in our pop-up camper for 12+ years before we passed it and the camper on to a cousin.
Good: it held up, never broke, did the job, fit in our limited space where a normal broom couldn't.
Bad: it never stayed locked and the head would start to just spin after 15-20 sweeps. We had to constantly re-tighten it. Annoying.

I paid $13 for it in 2011 for what it's worth.
