I would actually say Air Canada Aeroplan points were (key point, WERE) fairly valuable, because it WAS distance based. So for example, if you fly from NYC or Boston to Toronto, cash rates might be as high as a ridiculous CAD 300+. But if using points, it can be as low as 9500 for the same flight. However, Air Canada recently announced they're going towards spending based points system which means your 5000 points is worth about jack. I forgot when this goes into effect. So if you get this certificate, it's best if you have travel plans to Canada and just use it up.
You can also book on Air Canada on partner airlines (I think United for example), but this being a certificate instead of outright points, now sure if that works. Generally speaking Aeroplan points work best when booking to/from Canada.

When I try to claim it's saying delivery of the points has been delayed just like one-third of their flights.
