How do you wire it so that it can be the power source during peak electricity rate hours and charging the batteries off peak?

You will need a qualified and licensed electrician. Plus permits.

Do I need an additional device that switches between public power and battery power? Any idea about ballpark cost?

No, the hybrid inverters can do that but you're going to need an electrician who will do it that also doesn't care about UL Listing because these are not UL certified inverters.

Does anyone know if the inverter is made by SRNE?

And because they are not UL certified they will not pass inspection. And because they will not pass inspection, your utility may not turn your electricity back on (you have to completely shut down electricity to work on your main panel). That is why most people use these to run a sub-panel.

I don't intended to sell/allow any electricity from going back to the utility company (no net metering). Can I have this battery/inverter system installed w/o telling my utility (so I can avoid their stupid/complicated demand charge)?

This is a intended as a backup for outages, rather than load-shifting. I'm pretty sure the cells used don't have the durability for everyday use over a prolonged period - that's why this setup is sold for less than a quarter of what most whole-home battery systems with that kind of advertised capacity go for.

While I haven't checked, I'm pretty sure you're not getting a 12+year warranty on the batteries that you get with those, at least not without an additional usage restriction clause that would make it meaningless for your usage scenario, since they simply wouldn't last under those conditions.

I need this with a 15k inverter instead of just a battery backup.

Just buy about 20 to 30 solar panels and wire them to it, along with setting it up with grid backup. This is something that takes research for a DIY'er (not just a Q&A on this site) or an experienced electrician. Additionally, if you attempt to tie it back into the grid to feed the grid, you'll need it to meet utility company compliance. I'd suggest you search reddit diysolar forums for more info.

Yes, but wire it to a separate breaker panel, move all your circuits over to the new panel, then you will need to install a switch (unless this one comes with that capability) to feed a grid backup like into the inverter and panel. Personally I like th Eg4 6000xp for this but this one might work fine.
