Class 4 are forbidden on roads, sidewalks, multi-use trails and only to be used on unpaved off-road trails. Some states require a license and registration to use class4 bikes.
Class 3 have no more than 750W motors, can't exceed 20mph with throttle-assist and 28mph with pedal assist. Class 3 can use roads but not sidewalks and multiuse paths. Most places require riders to be 14+
