Costco makes it tough though because to qualify, you can't have been a member for 18 months I believe.

They cross shop Alamo, Avis, Budget, and Enterprise and it's easy to cancel/rebook if you find the price is lower.
If you signup for the costco credit card, is your membership whatever you signed up for or are you upgraded to executive?

I dont see why this cannot be combined with the costco referral program, you refer a friend and you get $10, and they get $30 - (Link at bottom of costco home page- read the terms)
"If you refer a friend and they join as a new member on Costco.com, through the email you send them, you'll each receive a Costco.com promo code. You'll receive a promo code for $10 off a Costco.com order of $150 or more, and your friend will receive a $30 off a Costco.com order of $150 or more.*"

it is always easy to cancel/rebook rentals anyway. the problem is whether if you can go to enterprise and they still have the car you booked for.
