Is there a way to tell if this will actually charge my laptop? It comes with a 65W charger with USB C, and it's so bulky. I have a 65W USB charger that I use for my phone and tablet, but it does not charge my laptop. Or maybe it does, but the laptop uses more power than it provides, so my % goes down while using it.

You would need to check wattage requirements for your laptop. My yoga will charge on 65w but high performance laptops may require more. also make sure the cable you are using is rated for 65w

I have a similar setup with my work laptop, I think it is a 100W charger. My phone charger will cause the battery to 'tread water' (not lose charge) when using but the only way to charge the laptop is when powered off / sleeping. If you have a laptop with a GPU, it might even be worse, some of those can be 140W+.

This should charge your laptop as it exceeds the wattage requirement on a single port. Checking the details on Amazon, a single USB C port will do 67W. MANY of these chargers say 67W but that is TOTAL of 2 or more ports at the same time. It's a real gotcha. For instance if a charger had 2 USB C and 1 USB A, they might charge at 30W + 30W+ 7W =67 W total. Check your current charger specs to see if it will actually do 65W on a single port. You may have to also multiply the amps x voltage to get the wattage if it's not explicitly stated.
