That card is more or less equivalent to RTX 4080 in pure rasterization performance but falls short significantly in most titles with Ray Tracing.

You can get a cheaper rig with a 7800x3d and a 9070xt which is about the same in raster but blows it away with better ray tracing and FSR 4 for $100 less here : https://slickdeals.net/f/18595549-skytech-rampage-gaming-desktop-ryzen-7-7800x3d-9070-xt-32gb-ddr5-2tb-ssd-1595-99?src=rcm_disco_rec_eng_threads_h

How will this be for photo and video editing?

This will largely depend on an application by application basis and even further - the exact effects or performance desired.

Generally, the rule of thumb is get something with CUDA support or just NVIDIA period. This applies to the adobe suite and much much more.

AMD cards aren't inherently bad; but vendor/software support is lacking significantly in a lot of accelerated workloads that aren't pure 3d (think, not blender, but image rendering in photoshop lightroom).
