Honestly, unless you plan on one-bag traveling or you need to carry a bunch of books/documents for college, I'd stick with the 23L.
But if you travel with your backpack and want to bring a change of clothes/shoes, etc then go for the flare or proxima

I think I'll go with the bigger one, only 10 more buck flare

Great bag, esp for the target market.

Just keep in mind that they got rid of the sternum strap, if that matters for you.
