Do it on this bike, which states it can do 32mph and in NYC is a Class A "limited use motorcycle (30-40mph)" which requires registration, helmet, drivers license, lighting, and insurance and the NYPD could add on tickets for using an unregistered, uninsured vehicle. Which they may also sieze and not return.

Except that this probably can't be registered as I doubt the manufacturer has included a VIN. Which would make it an e-bike that is not street legal. I base that on this:

Bikes where the motor assists above 28mph are Class 4 "off road" e-bikes, which are forbidden from sidewalks, paths or roads. A few states will let licensed riders use roads.
