It can, but it doesn't have integrated wifi. You'd have to have a Wifi dongle connected via USB-C to use it. If you're looking for something to use with moonlight, a unit with integrated wifi would be much more convenient.

No, this one is specifically intended as a budget handheld, so it's lacking things like WiFi and Bluetooth, and you're losing out on some nice-to-have features like better sound from the built-in speaker (but it does have a headphone jack). This one is a sub-brand of Anbernic, however, so it's got good components where it matters (screen, buttons), and they generally have great build quality and QC. If you're just looking for something to get started playing old emulated games (PS1 or older) and to fool around with, or to give as a gift, this is the one you probably want to get.

It could be. But if you curate your own games and want to use a scraper to get box art, etc. or use retro achievements, one with Wi-Fi might be a better option.
For $28 and change it is a great device. But I would be tempted to spend an extra $10 or so to get a retro console with Wi-Fi. That's just me though. If you don't care about Wi-Fi, this is a great deal.

I agree, IF you curate your own list or want RetroAchivements. On my non-WiFi handhelds I just used an adapter and dongle to scrap box art... or you can download a pre-curated list like TinyBestSet that comes with all the prescraped images.to each their own, but at this price point (~2 Large specialty pizzas) it's a hard to beat deal and glad to see prices come down.
