Even with mu small Rubbermaid light bin they don't dump. Now sanitation only grab the bags they can from inside any bin and toss manually.

Whoa, how much trash do you generate twice a week? Or do they only pick up garbage once every 2 weeks in your area?
My township allows 4x 64 bins 1x a week. Almost all of the time, I only need 1. However, several times a year, I could use the extra bins.
