Blistex is my go-to and sunscreen is important since your lips lack melanin for natural protection.
This is an incredible deal!!

I didn't like this balm because A. it didn't really do much to moisturize my lips. It felt like I was putting something on top of my lips as opposed to something that was nourishing. And B. it has two ingredients that are used as a sunscreen, which can absorb into the skin.
I prefer First Aid Beauty's lip therapy because it really did work for my lips.

I think that's a thing with any lip balm. If you use it frequently, your body makes less of the mucus that naturally keeps your lips lubed. There's usually a natural cycle where you make more in the winter when your lips are dry, and less in the summer when they're not. But using lip balm daily disrupts this cycle.
I would argue that the sunscreen in this lip balm is the most important factor. If you know that you're going to be in the sun all day and your lips might get burned, then it's probably a good idea to use this stuff. Otherwise, you're right; lip balm should be used sparingly or you'll become dependent on it.
Besides, I would not put Octinoxate and Octisalate anywhere near my body with the recent research that's been coming out. But do you to save an extra few bucks 🙂
