40Gbps vs 10Gbps. Also, different controller.
Except I've never once gotten close to those speeds, and neither standard seemed to make a difference. I think the best I've ever gotten was on a M3 mac thunderbolt port.

Write caching on Windows
By default, Windows uses a "Quick removal" policy for external drives, which disables write caching to prioritize data safety. For the highest performance, you must manually enable write caching in the Device Manager.
How to enable write caching on Windows:
Connect your Thunderbolt drive to your PC.
Open Device Manager by right-clicking the Start button.
Expand the Disk drives category.
Right-click your external Thunderbolt drive and select Properties.
Navigate to the Policies tab.
Select the Better performance option.
Check the box for Enable write caching on the device.
Click OK.
