I game just fine on a 60hz monitor. Super high refresh rates aren't much of a benefit outside FPSes / competitive gaming, though it would definitely be a nice to have kinda thing.
looks like the only ports are HDMI and DP, so probably not if you want to plug in via USB C (I have a 4k 27" ultrafine with USB C and it works great for Macs, so maybe just not this version?)

You just need a USB-C to DP cable and it should work with Mac mini. I use a similar setup with my MacBook and it runs dual monitors on 2 different usb c ports just fine.
