Be aware that the louvers are NOT water tight. They can handle light rain but with heavy rain they will sag down and start dripping. Everything will get wet under heavy rain.

I did the same for my Costco one that I got for $1900 on sale. This definitely beats that significantly. I some comments that recommended the Tapcon 3/8" x 3" concrete anchors and also got the Tapcon 3/8" carbide masonry hammer drill bit. Having a hammer drill is key to ease of anchoring into concrete pavers or patio.

Sounds like a bad install. Have 10x10 and 10x13, both stay dry
Agreed no water problems here in NorCal. I've been surprised. You should clean them out they do gather quite a bit of stuff that I'm sure over time can create water problems. But none so far. I've had it about a year.

$1319 for a 10x13 feet is a very good deal. I would have purchased it if I didn't already have one. Costco has a sale at times for $1600 but the size is 9x14 feet so that was the one I purchased instead. People want to knock on these because the aluminum is thinner than the ones for $15,000 but that is very obvious. I put this up by myself by putting one side at a time, then using chairs to help hold it in place and put the middle piece connecting the two sides. Then I just moved it to where I wanted bit by bit. Two people would have been easier but not necessary. putting the louvered up and such I did by myself as well. I did anchor this to concrete base. I dug a 36 inch depth and you should use at least a 10 inch sonotube. use some quikrete concrete and rebar. I used a large hammer drill to punch the holes in and tack the screws without any issues. With the louvered closed is suppose to be able to withstand a significant amount of weight per square feet of snow and wind up to 100mph as rated, Although I have never tried it. however, if it snows a lot in your area, its only COMMON SENSE to keep it open.
You may be able to use this on wooden deck but remember, it needs to be anchored to something. The item weight for the 9x14 is approximately 425lbs. With the louvered open, it won't receive much lift as compared to it being closed. If you have a wooden deck, I would consider anchoring it to the floor to give it that extra support. Because it is an "OUTDOOR" pergola, all items should be rated for outdoor. I know someone mentioned about 40mph wind and rain, yes if it is going to rain very hard, definitely things will get wet but that is true about all outdoor items. again, just use some common sense. I would definitely buy this at the price as it will be very well worth it.

We have this exact one and have had downpours and aside of sideways spray, everything stays dry.

Wow, that's really not bad. About how long did it take them to put it up? I'd much rather have paid that than having to deal with rehanging shade cloth every time it gets windy out.
