Is this a good deal? I saw an offer for the same one at Costco $49 more but brand new.

Thoughts on this versus a laptop with an external monitor in the same specs?

These are good desktops except I would not be too happy with a 27" 1080p screen, maybe on the 24" but not the 27".

It's an AIO, of course it's not VESA mountable, same as an iMac.

Always, but you'd have to add a webcam, speakers, and a lot of cable clutter. If you want better choices of screen, webcam, and speakers go the separate route. Some just need a simple AIO that doesn't have a lot of clutter. This AIO is a touchscreen.

1080 at 27" is fine for most. Especially the elderly. 2k (1440p) would be preferable.

You can probably change out the wifi M.2 pcie card if you have wifi problems. They are $17-$20 for Wifi 7 (MediaTek). As low as $4 for Wifi 5 (Intel).

The low resolution is a far greater detriment to the display than its limited brightness.

Tucked behind the display in the stand, the speakers don't have the greatest placement but produce audio that's better than the typical laptop's. There isn't enough bass to get the full effect for music playback, but there's enough oomph for watching Netflix and YouTube without needing to sit right up next to the display. And with a large 27-inch panel, you might want to kick back and watch from a distance.

The IdeaCentre AIO 27 features a basic 1080p webcam. It produces noisy images that get even grainier in low light. It also lacks an IR sensor, so you can't use facial recognition for secure biometric logins and will need to key in passwords. There is a kill switch on the right side of the base just above the power button that lets you kill the power to the camera so you can be sure no one is spying on you when you aren't using it.
So shitty or just not the best display, sound and camera.... I won't recommended iMacs either because they are either much expensive or the woot ones are often with only 8gb, but even cheap Apple installs nice webcam these days (and sound and screen were always quite good).
If you don't need specifically Windows, I'd say buy Mac Mini M4 16Gb (future proof) and 32 4k screen like https://slickdeals.net/f/18662557-samsung-viewfinity-s7-s70d-32-4k-hdr-monitor-199-99. Or I'd look a mini PC that can be attached to VESA mount and to the display above.
