Depends on what you need. It's a little hard to tell exactly what protocols the Belkin supports. It says it supports PPS, but that doesn't mean it'll necessarily charge a Samsung device at 45W. I believe PD 3.1 means it should do current Pixels and iPhones at their maximum speeds, but you'll want to double check your phone for compatibility if you want the fastest charge.
You could easily run many laptops off the 45W. The 30W might slow charge a laptop, but that'll be more hit or miss.
Size-wise the Anker is more travel friendly at 28x28x36mm vs the Belkin at 35x35x39, but unless you carry it in your front pocket, the size difference isn't that big in the real world.
Personally, if I wanted a 45W charger, I'd snag the newer Anker, which is smaller and comes with a cable.

That said, the 30 watt Anker is great and charging times been the 30W and 45W device won't be that great for most phones. I have this and use it all the time.

These are excellent. Smaller than the 25w and have 20V support so most laptops, even higher powered ones, can use them if needed. Has PPS too.
