2 options when signing up as a new customer for metro

1) $65 for new plan, will include a low/mid tier smartphone for free

Or

2) $30 for Bring your own device plan (preferably with ESIM so no waiting for physical sim)

Once service is activated on the "cellphone/primary" line you can log into your account purchase the Samsung tablet for $20

You do not need to keep service, I'd suggest going into both accounts and removing your payment method (or use services like Privacy that will give you 1x use virtual cards)

If the order for the tablet does not go through, like for me, just give them a call - they're incentivized to add lines so it's smooth

1 year unlocking period, timer starts when you activate the tablet on cell service
