Not to TC, but just cross referenced the MPN (KMR5070N5LCET3A) from this ebay listing on the Newegg site (looks to be the same refub product) and noticed the following:

16 Pin (12+4Pin) 12VHPWR Power Supply Adapter is NOT included

which would be a bit of a deal killer for me, but note, the ebay listing appears to be silent in this regard, however I'd suspect it will not include this adapter either.
The one review on Newegg notes the same.

Moving on to the card itself, I believe this is the lowest price a triple fan 5070 has ever been, including previous refurbished deals. At ~$450 this is by far the best dollars per frame you'll get with a modern nvidia card, though this is tainted by the pathetic 12gb vram buffer. While you may potentially be able to snag a better one-off used deal from a smaller seller on ebay or facebook marketplace, the risk is substantially higher and you won't get a warranty. The upcoming super refresh will rectify the vram issue, though it's likely late January is the absolute earliest you'll be able to purchase a 5070 super (and prices will likely be inflated for at least a month afterwards). While amd's competing rdna4 9070 (xt) cards are slowly dropping down to the point they are once again substantially superior in terms of price per frame, the standard caveats of a lack of dlss support, much worse ai/ml performance, lack of cuda, etc. still apply. If you only use your gpu for gaming and are comfortable with manually modding each game you play to utilize fsr4 using tools like optiscaler, I'd go with a 9070xt at $630 or less over an nvidia gpu.

Pny is currently more of a middle of the road aib when it comes to gaming, they used to be primarily a professional/enterprise aib but have shifted more towards consumer cards in the past few years. Last gen pny cards used inferior thermal paste that "pumps out" over the course of a few months and causes extremely high hotspot temps; though this issue also affected many other major aibs (ex. Asus, Palit, Gainward, Zotac, Inno3d, Manli, etc.): https://www.igorslab.de/en/cause-...mal-paste/
Hopefully this has been rectified with current gen cards, I haven't seen any major reports of issues on rtx 5000 series cards. Of course, that could just be because nvidia decided to remove the hotspot temp sensor from the 5000 series (why fix problems when you can just make them invisible to your customers, amirite?).

Overall, if you're looking to purchase a midrange gpu in the short term and don't mind refurbished, this is a rather good deal. If you're not in a rush I'd probably recommend waiting till black friday / cyber monday in hopes of an even better deal cropping up. If you're willing to wait for several months, I'd personally recommend holding out for the upcoming nvidia super refresh, which boosts vram capacity across the lineup by 50%.
The Super will be way more though. Hard to compare when it'll probably be over $150 more.
