I really want to experiment with a Snapdragon PC, but not confident enough that I want to drop more than $250 or so. Would love a mini pc version.

If you want to use for day to day stuff- I have not experienced even one hiccup. Stays cool, long battery life. Only special use is my work emr via citrix which works smoothly. Mine is Samsung galaxy edge 4

You have the CPU version wrong. The Snapdragon X1P-42-100 is only an 8-core processor, and is installed in the cheaper 13" Surface laptop. The 13.8" Surface Laptop 7 comes with the Snapdragon X Plus X1P-64-100, which is a 10-core processor.
