The limit is 5 in theory, but 4 in practice; the fee is present in cart as part of the subtotal before the discount kicks in, and Staples will not sell more than a $1,000 subtotal of gift cards in a single transaction. As such, throwing five $200s into your cart will show a message from Staples asking you to remove items from your cart before you can continue.

In my case I am only 2500 Tier Qualifying points from getting A-list Preferred on Southwest for next year, so this helps me in that regard as well if i can buy a couple thousand..
And of course you can't use them in store, it CLEARLY SAYS SO IN THE FIRST LINE!
"Visa Virtual eGift Cards can be redeemed online only."
And the reviews right on the Staples website say the exact same thing that I said.

1. This is completely overblown, not risky at all imho.
2. There are a zillion ways to liquidate these cards, the simplest is to add them to your amazon balance, pay utility bills, cable bills, phone bills, gas bills, etc.
3. For every $5000 I spend on my Southwest card, I get 2500 TQP.
I also almost always go through a shopping portal in order to get even more rewards. Recently used the AA shopping portal for a $2000 purchase (of which i did pay the fees for the cards) but also received 2.5 airline miles per point (5000 miles) did this twice
Then I was able to buy a one way ticket to Curacao in May for 8000 points. Well worth the fees I had to pay, but ymmv. I also gained an additional 4000 Southwest miles as I used my Southwest card. Also that 4000 spend is $1000 away for 2500 TQP...
We call this stacking, or layering...
