This is most likely a mistake and will probably get fixed soon, but the one-time-use YMMV Circle bonus in the title is currently applicable to prepaid phone cards in addition to a ton of other stuff, and it beats the usual "buy one get one 10% off" that Target usually runs by quite a lot.
The bonus's denomination may vary from account to account and some people may not have it altogether. Check your cart's subtotal before checking out, as whether it works or not seems to be hit or miss from brand to brand.
