This is awful advice for anyone with a smaller budget. AM4 setups are still plenty fast and a big savings compared to newer AM5 setups. Even with the huge sale on the 7600x for $150 (normally $180) you're still way over the price for an AM4 system. For the $167 savings you could buy a used GPU or if not gaming save even more.
AM5
$150 - 7600x
$140 - MSI B650m motherboard
$120 - 32gb DDR5
=$410 on sale
AM4 $167 less
$153 - 5800XT + 16GB DDR4
$90 - MSI B550m motherboard
=$243
You can use lower spec motherboards or less RAM to save even more. PCs don't have to cost a lot, though everything has been going up in the past few weeks.
With that said I just purchased a AMD Ryzen 5 5500 for $55. On Facebook marketplace I purchased a B550 motherboard paired with 32GB of Ripjaws RAM for $80. The components are going into an Intel system than doesn't support Win 11 so I already have the case, 500W PSU and an RTX 3050 8GB. Scenario's like this AM4 makes sense at the right price. If your spending more than $200 on a system I'd just go AM5. DDR4 prices are also a deterrent for AM4.
I'm just looking for CPU + mobo under $200. That said, what I really want is the $55 Ryzen 5 5500, a $50 motherboard, and to reuse my old RAM.

The 5800XT does not have graphics while the newer 7600X does. You need to add a graphics card to your calculation. That brings it more expensive than the AM5 solution.
Full stop.
I myself upgraded to a 5950xt pretty cheaply because I was giving my 5600x to my son, and the more cores at a lower price were a much better buy/price decision than getting an x3d chip that has limited performance returns at higher resolution than 1080p
A 5800x3d would be 20-40fps faster than your 5950xt

You'll need a graphics card with either one

On the other hand, if you have DDR4 RAM to repurpose, an AM4 CPU/mobo might be a decent cheap path for a new build.
Have a backup PC running 5600G w/3060TI… was thinking to upgrade the CPU. Oh well… it's not a terrible pairing.
