Buy the phone thru Walmart with ATT via new number
Once you receive the phone, log in to your AT&T account and pay off the phone.
After 60 days , you request unlock then cancel the services.
Total price : $36 (AT&T installment plan) + $35 ( activation fees) + 2 months services ( roughly $150 ) = roughly $221
This work well for people who already ATT customer, they can just add a new line and pay extra $10/20 months for 2 months then cancel the line

Pretty much all you do once you receive the phone, the first thing you do i put in any ATT sim card ( most people use the inactive one) not the one you received with the phone. then boot up the phone with the inactive sim card so it can register with ATT network thru cellular tower.
Then you login and pay off the phone, call customer services ask to request unlock. At this point all they see in the system is the phone is fully paid and register with another inactive phone number. At this point you satisfy both condition ( Phone is pay off and the number is within ATT for 60 days ) to unlock
Once the unlock request go thru you canceled the ATT line to avoid $60/months
