For what it is probably. Note that there's no 1/2" ratchet it sockets, so this wouldn't be ideal for your main set if working on vehicles. Probably good quality small portable set though.

Apex tool group sells mechanics tools under the Gearwrench, Crescent, and Sata brands among others. They also make tools sold under house brands like Husky. They produce a wide range of quality for different brands and markets.
These ratchets have a visual similarity to Crescent ratchets, and from what I can see of the sockets and wrenches, they look like lower-end fare as well.
I'd assume these are fit for purpose, but I question if these would live up to the Gearwrench promise of "pro" quality. Probably aimed at occasional or secondary use.

How exactly do you tell what's good and what's not from looking at it? Like you can feel the difference between a good ratchet and a cheap ratchet, but I have difficulty spotting the differences between good and cheap sockets if they have a nice finish on them. If it's not a glaring quality difference, I really have a hard time seeing it. Like some years ago, I bought a tool set on craigslist for 50 bucks. I've used them for over 15 years and I like them, but they didn't feel very special to me. I was thinking about upgrading, so I checked what they would go for on eBay. Turns out these are Ampro sockets and the closest comparable Ampro set was like $400. I would never have been able to tell you that without looking it up.

Maybe so, but the ratchets are 72-tooth ratchets you can't really find from GearWrench on their own, it's probably just a rebrand of another basic set so they can slap the GearWrench name
