From what I can tell, blue is the classic ONR (optimum no-rinse) without the Carnuba wax additive. Green has carnuba wax included. People who use more 'advanced' waxes or protectants like Ceramic or Graphene coatings will likely prefer classic ONR.
If you don't already use those, the green is probably the better choice, like a 2-in-1 shampoo if you don't use already use fancy conditioner.

I'm a heavy user of Wolfgang Uber SiO2 rinseless wash. These products can be very deceiving as it "feels" like there isn't much lubricity when using but they encapsulate and shield the paint from the dirt scratching it. I typically heavily saturate the panel using the diluted product in a spray bottle (Niagara brand from Harbor Freight are my favorite economical sprayers), and then using a couple microfiber towels to wipe (in straight directions, with little pressure). In the winter with heavy dirt/cinders, I ALWAYS spray the vehicle off at a self serve car wash and then hse the above method. In extreme situations with heavy road film, I will use a wash mitt in a a bucket to do a light agitation wash.

Could you explain why?

for anyone that hasn't used a no-rinse car product the idea is that you'll apply it and it will magically encapsulate the dirt, then you can wipe it away. works great if your car is already basically clean. any real layer of dust or dirt and you need more steps.
There's so many professional detailers that use nothing but ONR. This is definitely a misleading statement.

why would you choose blue over green?

If you have a combo clean and wax, it will save you time, however if you use a wax product on every clean, depending on how often you clean your car, you could end up with a waxy residue build up on your paint.
Ideally, you'd want to alternate between blue and green, but realistically you should just purchase the blue and then buy a separate wax / protectant product.
Deal is not dead just picked up the green bottle for $34 plus tax. Now just have to get the right bucket attachments and sponge ... been wanting to try this out but scared of scratching my car the alternative is $45 hand washes all winter but will give it a shot
If a car is too dirty, all I do is apply it twice. Spray on car, rinse off the heavy grime and dirt. Then spray again and go in with my sponge as normal. Works great. Though at this point it's about as fast as a regular car wash, however this is safer. AFAIK, you want the polymers on the paint whenever you're going to move dirt off/scrub. They are protecting the paint.
I purchased a mystery box from Autogeek earlier this year and it came with an 16 oz Wolfgang Uber SiO2 rinseless wash. It is surprisngly good. Very slick and lubricated. May consider buying a gallon jug when it goes on sale.

for me it comes down to versatility. I can put blue in a spray bottle and use it for pretty much anything. Quick detailer, wiping the vinyl seats, dashboard, infotainment, countertops, etc. I don't need to leave an extra layer of film on everything. I also don't need to spray "wax" my car that often. For those 2-4 times a year I can just real quickly spray some sio2 before or after drying the car off.

I used ONR until I found Ultima waterless and then Uber SiO2. ONR is good but doesn't maintain the slick finish over time like some of the others. I preferred the green over the blue because it left a little protection. All of these leave such a thin layer that buildup is not a problem unless you're letting the product dry on the vehicle.
