Yes. Watch the many youtube reviews. You have to manually turn on the second motor by holding down the + button. Most of the time the reviewers used only the back motor and they said it was enough,

Well, that depends. First off, is it legal to ride anywhere that would require a license? Motocross tracks don't need licenses usually, along with other private property. So irrelevant there.
Roads? Well, it has more than the legal limit of 750W of motor on class 1/2/3 3bikes, so its not an ebike. If it goes more than 30mph in most regions its a motorcycle, less and its a moped. Motorcycles definitely require a VIN, registration, plates, taxes, helmet and license. Mopeds might need license, and/or VIN ®istration. It doesn't have a VIN, so that's probably an issue.
So if you need to use it on roads, either step down to a legal e-bike, or step up to a legal motorcycle. Assuming you don't want a license, look at Class1 ebikes (no throttle, max 750W, max motor velocity 20mph); those are legal everywhere without a license. Some states do have restrictions on class 2 & 3 ebikes.
