"If you already have Windows 11 Home pre-installed on your PC and you want to upgrade to Windows 11 Pro, you should complete 2 simple steps: 1. Install all available updates: • Select Start > Settings > Update & Security > Troubleshoot. Next, under Get up and running, select Windows Update > Run the troubleshooter • When the troubleshooter is finished running, restart your device • Next check for new updates. Fun Fact: If you upgrade from Windows 10 to Windows 11, your existing Windows 10 key tied to your motherboard works for Windows 11. No need to purchase a new key.

With all the money Microsoft makes from Windows 11 users through data collection, they easily could give it away for free. Just like how most mobile games are free.

To them (Microsoft) it seems like you are just installing it on a new (another) machine so they deactivate it. Every one of these keys I've seen are OEM licenses which state the key is for only one machine. You can generally upgrade them pretty substantially, but MS balks at a new motherboard.

At had to enter a "generic" key, reboot and then enter the purchased key. I was an unexpected step, but it worked.
